About STPI-Dehradun

Software Technology Parks of India (STPI) an autonomous society under the Ministry of Electronics & Information Technology (MeitY), Government of India has its presence at two locations in Dehradun viz. Survey Chowk, near Vikas Bhawan and IT Park, Sahastradhara Road.  STPI provides services like Incubation, Data-Com, Co-location services, and other value-added services from both locations. At Survey Chowk, STPI has a built-up area of 3000 sq. ft out of which 1520 sq. ft. is Raw Incubation Space. In the IT Park office, STPI has a built-up area of 15,000 sq. ft. out of which 5146 sq. ft. is Raw Incubation Space and 460 sq. ft. of Plug & Play area with a seating capacity of the 14-seater plug-and-play facility has been created for start-ups under NGIS. Additionally, 30,000 sq. ft. of Incubation space is proposed to be set up as Start-up Hub Uttarakhand in IT Park for creating a more robust ecosystem for growth of Entrepreneurship in the state of Uttarakhand and domain-specific Centre of Entrepreneurship in the region.

In regards to statutory services, there are 5 STP and 10 NoN- STP units registered with approx exports of Rs. 193.72 crores and generating an employment of around 2500 in the city of Dehradun. STPI provides Data Com services for Software companies, Government Organizations, Educational institutions, the R&D department, the Indian Army, etc. Also, STPI is extending Web-Hosting services to GB Pant University of Agriculture and Technology. Co-location services are also being extended from Survey Chowk and the IT Park office. Software Technology Parks of India center is a certified ISO 9001:2015 QMS & ISO 27001:2013 ISMS center.

Background

Dehradun is the Capital of Uttarakhand. Uttarakhand was formed on the 9th November 2000 as the 27th State of India, when it was carved out of northern Uttar Pradesh. With levels of literacy higher than the national average, the State has abundant availability of quality human resources. Dehradun hosts some of India's best schools and training institutions of national importance such as The Doon School, St. Joseph's Academy. Institutions include the Indian Institute of Petroleum; IIT Roorkee is situated near by Dehradun. The Government of Uttarakhand has undertaken several policy measures and incentives in order to encourage IT growth in the state. IT Park is one of the initiatives taken by Govt. of Uttarakhand.

Emergence of Software Policy

The first Computer Policy of 1984 and Software Policy of 1986 emphasized the concept of software development and export through data communication links. This policy's objective was to develop software in India using Indian expertise on sophisticated computers, which were being imported duty-free. This way, one could make use of the low-cost expertise available in India and avoid the expense of time and cost in traveling abroad. However, there was a substantial cost involved in the data communication links. As per the policy, companies were allowed to establish data communication links by their own initial investments. The ownership of the equipment and the operations of the same Gateway would remain with VSNL and VSNL would pay back to the user over a prescribed period after deducting the operational maintenance costs. This used to be as high as Rs.45.00 lakhs per 64 Kbps for an Indian half circuit per year. Texas Instruments has the credit of being the first software company with an Offshore Development Facility in Bengaluru. Texas Instruments was also the first to establish its own Gateway at Bengaluru with the support of VSNL on a 'build & operate' agreement.

Except for Texas Instruments, no other company succeeded in establishing a similar facility. It was very expensive for smaller companies and other offshore development users to afford the high cost of data communication. Further, an Officer from the Dept. of Electronics, Govt. of India was posted at Texas Instruments to monitor the data using the protocol analyzer before issuing the necessary certification. There were many hardships that Texas Instruments had to encounter and circumvent by liaisoning with DoT, Ministry of Commerce, and the Dept of Electronics, to make sure that the concept of offshore development could be made a success. In fact, when the Govt. announced the first Software Policy in 1986, many such issues were addressed.

The Beginning

STPI Dehradun Centre was established in the year 2001. Honorable PM Sh. Atal Vihari Vajpai inaugurated the Satellite Earth Station (SES) facility of STPI at Survey Chowk in Dehradun along with other centers across the country through Video Conferencing from New Delhi.

The genesis of STPI Dehradun is synonymous with the evolution of Indian IT industry in the state. The beginning of this monumental journey was quite modest. When few IT companies had started their operations in the region, the environment for the growth of IT industry was not conducive and also lacked in proper infrastructure.  With a mandate to promote software and electronic hardware exports from the state by implementing Software Technology Park (STP) & Electronic Hardware Technology Park (EHTP) Schemes, STPI Dehradun pioneered the ease of doing business for policy governance in Uttarakhand by building a robust ecosystem to provide single window clearance services, world-class internet connectivity, state-of-the-art incubation facilities, and other infrastructure services to encourage, promote and boost software exports. The Plot with an area of 19,375 sq. ft. with a built-up area of 3,000 sq. ft. was provided to STPI by Garhwal Mandal Vikas Nigam to promote IT/ITeS sector in the state of Uttarakhand. STPI had set up the first High Speed Data Centre of the state.

In 2003, to further promote the IT/ITeS sector in the state, Govt. of Uttarakhand had set up an IT Park dedicated to IT industries. The state government allotted 3 acre of land to STPI in IT Park to further boost the industry. STPI started constructing its infrastructure of 15,000 sq. ft. at IT Park in 2003. The IT Park office became functional on 22nd August’2006. Presently, 5,265 sq. ft. of incubation facility is operational.

Growth Booster

With a mandate to promote software and electronic hardware exports and with the establishment of STPI in Dehradun in 2001, exports have reached 150 crore in 2018-19 from mere 7 crores in 2001-02. Also because of STPI presence, High Speed Internet connectivity was brought into the state. IT/ ITeS units were provided this connectivity which was a media for their exports and helped in increasing the same. Over the years, STPI Dehradun worked very closely with the state government for formulation of a uniform state IT policy which can attract new IT units to the state and as result IT units have increased in the state thereby increased employment in the state.

Further, To transform the Indian IT industry to face the challenges of Industry 4.0 and build India’s leadership in emerging technology areas like IoT, Blockchain, Artificial Intelligence, Augmented & Virtual Reality, FinTech, Medical Electronics, Health Informatics, Gaming & Animation, Machine Learning, Data Science & Analytics, Cyber Security, Chip Designing, ESDM etc. STPI has embarked on setting up 21 domain-specific Centers of Entrepreneurship (CoEs) in collaborative manner pan India. CoE in Drone & Robotics Technology is proposed to be set up in the additional infrastructure i.e. Start-up Hub Uttarakhand which will bolster the growth of Drone/ Robotics enthusiasts who regularly participate in Dronathon @ Dronenagari festival from last 2 years. CoEs will enable an ecosystem wherein the stakeholders at the bottom of the industry pyramid can equip themselves with the desired training, skill and capability in disruptive technologies. As India is on the forefront of adopting disruptive technologies, CoEs will unmistakably play the role of catalyst and provide the desired momentum to the future growth of IT industry.

To create employment opportunities in Tier-II/III cities of the state i.e Dehradun, Haldwani, STPI Dehradun, as the nodal agency for implementation of BPO Promotion Scheme, a flagship government program under Digital India, has successfully implemented the scheme and fulfilled the vision of the government in creating the right ecosystem for fuelling local entrepreneurship and ramping up job creation for educated youth.
